This is the Fort Steuben Bridge, which once spanned the Ohio River from Steubenville, Ohio to Weirton, West Virginia, getting blown up.
The Ohio Department of Transportation deemed the 83-year-old road bridge beyond financial repair then strapped 153lb of explosives to it.
